All persons, companies or contractors wishing to construct a septic installation must first obtain a permit.

Application Form
The application for a permit is made in writing on a form supplied by the Urban Planning Service.

Contents of the Request Form
The form must contain the following information:
-
the date of the request ;
-
the name of the person, company, or contractor responsible
for the work ;
-
the number and the dimensions of the lot on which
the septic installation will be built;
-
the number of bedrooms or the total daily output or the total daily
quotient in the case of a building other than a residence;


Contents of the Seepage test report;
The form must contain the following information
-
the specifications describing the construction, the capacity
and the area of the purification system ;
-
a site plan of the septic installation showing the main building, the lot
limits , any nearby water course, or wells, as the case may be.;
-
the dates of the tests ;
-
the depth of the water table or of any rock or impermeable layer
which is less than 1,80 metres deep ;
-
soil type ;
-
the natural slope of the land;
-
the speed of seepage ;
-
a description of the process.

This report must be prepared by an engineer or a specialized company.

Applicable guidelines
The applicable guidelines with respect to septic installations are to be found in Règlement sur l’évacuation et le traitement des eaux usées des résidences isolées Q‑2,r.8. These regulations are made part hereof as though fully set out herein.

For any system that is not subject to the regulations above referred to, a permit must be obtained from the Ministère de l’Environnement.

The owner of any new system is required to request a final inspection before the system is buried.

Contents of an underground water retrieval system request
The form must contain the following information
-
the site;
-
the object of the request (replacement, renovation, new system);
-
the anticipated usage (20 persons or less , 21 persons or more,
capacity of less than 75m 3/d or more than 75m 3/d);
-
a plan showing distances, within 30 metres, of the following :
-
septic fields;
-
any purification systems;
-
flood zones;
-
water courses;
-
land under cultivation;
-
any fertilizer spreading operations ;
-
any stock breeding installations
-
any manure storage installations;
-
any manure storage installations on a cultivated
field (exception 300 metre radius);
-
any stock breeding or wintering installation for beef cattle.
